Intelligence Research Specialist (Counterintelligence/TSCM), GS-0132-14

You will serve as the Deputy for the U.S. Coast Guard's Technical Surveillance Countermeasures (TSCM) program, responsible for assisting and managing, directing, and executing the TSCM program on behalf of the Coast Guard Counterintelligence Service (CGCIS). You will provide expert TSCM advice and guidance to the CGCIS Assistant Director for Mission Support, U.S. Coast Guard (USCG) commands, units, and HQ program managers. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Serving as the deputy team leader and providing continuing and direct technical and administrative guidance to the personnel assigned to the TSCM program. Planning and execution of TSCM surveys, inspections, in-conference and in-place monitoring activities, pre-construction services, developing technical threat vulnerability studies, TSCM briefings, and technical surveillance threat awareness presentations. Recommending security design and planning efforts to provide comprehensive systems and solutions, researches, develops, tests, and evaluates specialized technical security-related technologies and products. Conducting threat analysis and risk management processes to plan and conduct TSCM services. Consulting with architects, engineers, builders and contractors to review plans and specifications for new USCG office sites. You qualify for the GS-14 if you possess one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience include:
analyzing counterintelligence related information and producing written products and briefing throughout the Intelligence Community (IC) on CI matters. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
