This position serves as a Management and Program Analysist, which will actively manage all Support Services Contracts at the FINCEN as a Contracting Officer's Representative. Manage between 7-15 acquisitions as COTR acting as the technical/programmatic expert and be involved in all phases of the acquisition. Act as the contractor's primary government point of contact for FINCEN. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Leading the FINCEN Acquisition Team for contract planning and requirement. Developing a clear, well bounded statement of need for each acquisition. Documenting the risk assessment in a Risk Assessment Report for Management review. Ensuring all contracting documentation (Performance Work Statements (PWS), Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and Procurement requests) are properly completed and sent to the appropriate contract shop for action. Reviewing and evaluating the contractor's progress in relation to the expenditures. At the GS-12 level:
Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:
Conducting review and analysis of personnel issues, determining costs for staffing changes, monitoring hiring status, identifying best alternatives, and submitting analysis to supervisor for hiring approval for permanent, temporary/term, special employment program or contractor personnel; Serving as focal point for consultation and coordination between divisions on management matters within the area of civilian employment including FTE usage; Planning, controlling, monitoring, and advising the management staff on civilian FTE allocations and consumptions; and evaluating division processes against other current agency processes.National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
