The Medicaid Alliance Business is an Anthem Medicaid business where we serve as the strategic partner and administrator for Blue Cross Blue Shield plans and provider partners who participate, or desire to participate, in Medicaid. Medicaid partnership revenue has increased over 500% since 2014 and now exceeds $1.6B across six partnerships. Medicaid partnership revenue is anticipated to increase to over $3B by 2019.
Medicaid Blue Cross Partnership Leader (Growth Director) is responsible for the support and growth of our Medicaid partnerships with external Blue Cross Blue Shield plans. This leader in the Medicaid Alliance Business leads partnership business development, partnership design and legal agreement development, partnership and health plan implementation, partnership relationship management and governance, and strategic planning in coordination and collaboration with multiple matrix partners. Primary duties to include, but are not limited to:
Develops partnerships that generate incremental profit opportunities.
Manages existing partnerships, including coordinating across health plan and enterprise teams to ensure high operational and financial performance.
Creates, implements, and leads profit and growth initiatives that yield membership growth and positive OpGain to support the attainment of annual P&L plans.
Responsible for Medicaid Blue Cross partnership product strategy.
Collaborates and coordinates work with other departments within the business unit, and matrix partners within the company, including but not limited to Finance, Actuarial, IT, Operations, and Healthcare Management.
Reports business and operational results through various venues as well as to the leadership team.
Qualifications
Requires:
10 - 15 years of program leadership experience in health care management, marketing, product development, B2B business development and managing significant business results; or any combination of education and experience, which would provide an equivalent background
Thorough understanding of Medicaid operations and Medicaid managed care.
BA/BS degree in a related field.
MBA, MPH, or other advanced degree preferred.
Excellent presentation, quantitative, financial, and strategic skills required.
Previous P&L and/or project management experience in health care setting preferred.
Prior experience with sales/business development and contract negotiations preferred.
Travel 10% - 25% depending on business needs.
Overnight travel required some of the time.

The check will bounce and the victim is left responsible.
